Application Process
The Local Governing Body (City, Village, Township) is responsible for the formulation and submission of requests for Community Development Block Grant (CDBG) Funds. In addition to any locally developed citizen participation process the local governing body is required to hold two public meetings prior to submitting funding requests to the County. Advance notice of those meetings must be published in an area newspaper or other community wide forum and include information regarding project requests and priorities being considered by the local governing body as well as eligible activities and expected funding levels.
The Community Development Division will summarize and publicize all requests received from local communities and countywide funding requests, review the proposals with regard to expected funding levels, and recommend a tentative program to the Board of County Commissioners for approval. Further meetings with local officials during this review period may be necessary to alter funding requests.
The Board of County Commissioners (BOCC) will hold a final public hearing on the tentative funding recommendations of the Community Development Division. Based on the input received at the hearing, the Board of County Commissioners will finalize the CD program and publicize a summary program prior to submitting the application to HUD.
The BOCC, as formal applicant for federal funds, hold final responsibility over the formulation of the program and submittal of the application to HUD. All documents, records, and regulations concerning the CD program are available to the public between 7:30 a.m. and 4:00 p.m. weekdays at the Community Development office, 138 E. Court Street, Room 1002, Cincinnati, Ohio 45202. In the event that a citizen or citizen's group believes that their views or proposals did not receive adequate consideration at the local level, such views or proposed activities may be submitted directly to the Community Development Division. Any complaints or comments from citizens should be submitted in writing to Community Development; every reasonable effort will be made to provide a written response within 15 working days.
